Mobile Data Computing (MDC) Program [2007-2009]:

In support of the D.C. Metropolitan Police Department's Smart Patrol modernization initiative, this program was responsible for the procurement, configuration, installation, and deployment of 945 Mobile Data Terminals (MDTs) throughout the D.C. Metropolitan Police Department (MPD). As a result of the Program, MPD currently has 450 patrol cars with mounted MDTs, allowing officers to perform NCIC checks, utilize silent dispatch functions, access investigative tools, and complete paperless automated field reports. An additional 495 hand-held MDTs were also deployed to training officers and specialized units. The inventory of 945 units consists of Panasonic Toughbooks (Models CF-30 and CF-74).


My role as Project Manager for the MDC program:

  • Responsible for managing the deployment and maintenance of 945 ruggedized laptops (MDTs/MDCs)
  • Oversees MDT deployment, system installation, and maintenance operations for the entire Department
  • Provides expertise in wireless communication, network infrastructure, project management, and training as well as security and information assurance
  • Develops documentation for MDT system installation, security, maintenance, and risk mitigation
  • Supervises an installation and maintenance site designed to centralize MDT support services in a 'Pit-Stop' format
  • Provides server administration for the central system linking the MDTs to Wales/NCIC and Computer Aided Dispatch (CAD)
  • Helped coordinate and assisted with the training of over 2,500 sworn police personnel in the use of the MDT
  • Provided round-the-clock support during the 2009 Presidential Inauguration
  • Monitors all procurement/purchasing, logistics, inventory, and HR factors impacting the Program

The GPS-enabled MDTs offer improved efficiency and officer safety. These new technological capabilities mean DC police spend less time in the station and more time patrolling our streets. On October 21, 2008, Mayor Adrian Fenty, Chief of Police Cathy Lanier, and MPD CTO Travis Hudnall announced the success of the Smart Patrol modernization initiative to the press.
